Add explicit path to tmpl files in dependencies.

* {glib,gobject}/Makefile.am (sgml-build.stamp): Add
explicit path to tmpl files in dependencies.

* glib/glib.types gobject/gobject.types: empty files
to keep generic makefiles happy.
