glib/gstdio.h Add g_utime(). No need to include <sys/utime.h> in gstdio.h,

* glib/gstdio.c: Add g_utime(). No need to include <sys/utime.h>
in gstdio.h, just use a forward struct declaration.

* glib/glib.symbols: Add it.
