Add G_OPTION_FLAG_REVERSE, to reverse the sense of a G_OPTION_ARG_NONE

* glib/goption.h (enum GOptionFlags): Add G_OPTION_FLAG_REVERSE,
to reverse the sense of a G_OPTION_ARG_NONE (boolean) option.

* glib/goption.c (parse_arg): Obey the above flag.
